Wiki ER visit & then fu visit???

I work for a multi speciality orthopedic group and if our doctor sees a patient in the er and then the patient comes to their private office for further ortho care, does our physician charge for a fu visit 99213 or new patient? What if the patient sees a different doctor within the group? Or is it just a follow up visit since we bill all under the same tax ID number?
Any help or references would be appreciated.

If they do a surgical procedure in the ER, then it would probably be in the global period.
If there was no surgical procedure done, then it would be an established patient E & M
