Wiki Er visit to fu visit in office???

I work for a multi speciality orthopedic group and if our doctor sees a patient in the er and then the patient comes to their private office for further ortho care, does our physician charge for a fu visit 99213 or new patient? What if the patient sees a different doctor within the group? Or is it just a follow up visit since we bill all under the same tax ID number?
Any help or references would be appreciated.:)
 
Established patient

The patient is established to the Ortho specialist or to any other Ortho physician in the same practice because the patient has received face-to-face service by a physician in the same practice in the same specialty within the last three years.

Does not make any difference where the original service was provided.
