Does anyone have information that Fluoroscopy code 77003 can be billed with ESI codes 62310 and 62311 to non-Medicare providers?

Patient didnt take Diabetes medication prior to ESI. Patient was checked in and in the prep room. Nurse had him take medication then administered Insulin. Can 62311-73 be billed?
