If a nurse attempts to place the catheter for an esophageal motility test, and the procedure has to be discontinued because patient gags and cannot tolerate it, can we bill an incomplete procedure if the physician never sees the patient?

What if the patient is scheduled to have an anal manometry and the nurse does a rectal exam, discovers the patient is full of stool and so the procedure cannot be done? Can the nurse bill? (again, the physician never sees the patient)

fyi - the nurse is an RN, not an APRN.
