If we don't know the etiology of the manifestation, is it still appropriate to bill with the manifestation?

My doctors are having issues with dementia patients. f03.91/f03.92 is unspecified and shouldn't be used, signs and symptoms are appropriate to use if there is no definitive dx.

But if the patient has history of dementia, other times the say, the ALF the patient is from don't usually have the etiology of dementia documented-
I am having a hard time educating, one of my doctors suggested to reference the DSM5 because it provides criteria's and such-

Can they bill with f02.81/f02.82 without the etiology?
