Excision of lesion of lateral canthus

Doctor wants to bill 67840 for a lesion located RLL/lateral canthus - excision was more than just skin and involved the orbicularis and the lesion rested on the lateral orbital rim. it was 1.4cm. It did NOT involve the lid margin so she is hesitant to bill with 67961. My question does 67961 require that the excision involve the lid margin? Can you use this code with only the canthus involved? If not any suggestions? TIA
