Would someone please clarify the Excludes 1 at the beginning of each code section? The way I understood it was that the "parent" code listing of excludes 1 applied to the "children" below. Ex: D69 Excludes 1 listings at the beginning apply to codes D69.0-D69.9. I am getting 2 different answers from our billing company and our internal scrubbing software company. Thank you
 
All instructions at the category level apply to all codes in the Catergory. The only exception would if an individual code contained an exception notation.
