Exostectomy vs foreign body removal

Hello,

I have a podiatrist that wants to bill for an exostectomy for a fracture fragment just stuck in the tissue as opposed to billing for a foreign body removal. I thought to bill for an exostectomy the bone that is removed need to be connected to the bone. In this case this is a fracture fragment hanging out in the tissue.

Please advise.
