Wiki False Labor observation visit E&M

Our OB Drs see patients on the L&D floor that come in with false labor and various other complaints. When they see the patient on the floor, they complete a note and review the NST strip. The patient is observation status and usually discharged within a few hours. Should we be using 99212-99215 E&M codes with pos 22, or observation 99218-99220 codes for this type of visit?
