I have asked this question before but have not yet gotten a response. Is there anyone who has information regarding what disease or conditions would be reported with E11.59 Diabetes with circulatory complications; would this be any condition that falls within the circulatory system such as I25.10 CAD, I10 Hypertension or CHF I50.X ? Am I the only one that has this question?
 
I looked this up on ICD10data.com which has lists of synonyms for terms and this is what they had listed:

the provider must provide the link to capture a complication that does not indent under the "with" index in the ICD 10 book. If the provider noted Diabetes with hypertension you would index it as a diabetic circulatory complication E1159. If the condition does not fall under "with" you cannot casually link it to DM. For instance diabetes with CKD is linked using "with" diabetes with hypertension is NOT under "with" so the provider must state the hypertension is a complication of the diabetes.
