The Provider owned the equipment and if he used the flouroscopy when performing a procedure shouldn't he get paid for the flouroscopy procedure if it is not included in the primary procedure? And if you do code the flouroscopy do you need to append a modifer to the flouroscopy code and is it the TC modifier?
 
Depending on the primary procedure performed the flouro may be bundled. You should check the current NCCI edits and CPT descriptor. The ownership of the equipment may be irrelevant depending on the NCCI and coding guidelines for the primary procedure (s).
