Wiki Fluoroscopy performed by another physician during an ortho procedure that includes it

The orthopedist is not licensed to perform fluoroscopy yet so another physician from the same group performed it for him during a surgery that includes fluoroscopy in the surgical code.

I'm assuming the physician in the same group can't be paid separately. If they weren't in the same group, would it change anything?
 
If the code includes the fluoroscopy, then the RVUs and fees for that code already include the payment for the fluoroscopy - I don't think it's really relevant whether it's the same or different physician or group, it would still be unbundling. If the only reason the physician is doing this is because of not having the credentials, then that physician should reimburse the one who is providing the service on his behalf - separate billing would be 'double dipping'.
