Question Fluroscopy Guidance with CPT 64650 or 64450

Our Providers are asking if they can bill 64650 with 77002 - according to AAPC coder 77002 is an add on code and cannot be billed with 64650. Also they are asking if they can bill 64450 with 77003 again 77003 according to AAPC 77003 is an add on code and cannot be billed with 64450. Are there any Fluroscopic Guidance codes that can be billed with these procedures?
 
In the CPT book under 77002 and 77003 there is a list of codes that you can use in conjunction with 77002 and 77003. My understanding is that you can only use 77002 and 77003 with those codes that are listed. Unfortunately, 64650 isn't among the codes listed under 77002 and 64450 isn't among the codes listed under 77003. Based on my understanding, you wouldn't be able to report fluoroscopic guidance with these codes and I don't believe there is any other fluoroscopic code that can be used.

I'm not a strong radiology coder so I'd appreciate another coder's input regarding your question.
