Wiki Fracture Care billed by a NP

I bill primarily Work Comp. Recently, as an example, we had a carrier pay only 10% of the billed charges for CPT 28400 because an NP provided the service. Is there a modifier that I should be using to get them to pay more? In the past we've not had these issues so I'm not sure what to use. Please help if possible. Thank you
