Could someone clear something up for me, as I have received conficting reports. If a doc sees a patient and orders x-rays that confirm a fracture, but does nothing and plans to do nothing to treat the fracture except limiting the patient's activity, pain meds, etc; can a fracture care be billed in addition to the E/M code for the visit?

No doc cannot bill fracture care because fracture care includes 90 days of normal, uncomplicated, follow-up care and if he is not planning on doing anything further for this patient then I would say no.
If he did a splint or cast application then yes I would but for doing nothing I would not bill for that.
