Wiki fracture with manipulation

We are haveing a debate in the department in regards to fractures
Closed treament of a fracture has 2 types, manipulation and non-manipulation. I understand that when it is a non manipulation a provider can decide global or itemized. Does that rule apply when there is a manipulation performed? I have always been under the impression that a fracture with manipulation is always reported as a global procedure

That has also been my stance on fracture coding. Our Audit and Compliance Dept has backed up this guideline, as well. By manipulating the fracture, you are performing a procedure, and lose the choice to itemize bill.
 
That is what my understanding has always been. Is there a resource some where that discusses manipulations. I have been told not to code it because the doctor does not want to bill a global service
 
what does he bill? i would think he would want to get paid for the work he put into it by charging for reducing the fracture. i think he would come out better in the end.
