Wiki Fraud Waste and Abuse Policy

I've been given the daunting task of learning about Fraud Waste and Abuse and developing a training guide along with policies and procedures for our company. However, nobody here knows anything about FWA. I found the CMS PowerPoint on their website but am still feeling lost. Can anybody help me out?
