Gait & Station deferred due to condition/paraplegic, can this be counted as a bullet

Neurological provider sees paraplegic patient. Provider is unable to perform Gait & Station due to patient's condition. If provider documents Gait & Station deferred due to condition/paraplegic, can this be counted as a bullet on the 97 E/M Neurological Single System Examination?
