ganglion cyst removal and synovectomy

I need your help on this.

My provider did a ganglion cyst removal. The cyst was located on top of the EDC tendons. Upon removal of the cyst synovitis was noted on the EDC tendon therefore he debrided each EDC tendon.

Based on CCI edits, codes 25118 and 25111 are inclusive. Should i bill code 25118 only since both surgeries happened in the same compartment?
Please help ASAP!!!:confused:
