Wiki GE or GC modifier

Is a GE or GC modifier required for cpt codes for Preventative Medicine codes 99381 through 99397 when performed by a resident? Thanks

I am not an expert, my thinking: mod GC is for a resident's note attested by MD across all specialties. Mod GE is only for Primary Care specialty when MD is not present; we can bill such e/m- GE
