Group Home and LCSW

We are working with a group home and would like to offer counseling services with an LCSW. The group home is paid a per diem rate for each child that includes all aspects of their care, including counseling by the state. My question is "Can the we bill the counseling services that the LCSW is doing to Medicaid as normal?" The services will be done that the group home. Please advise.
