Wiki HCPCS Coding

I am auditing an account, and I found that our coder coded C8907 with 0159T. The patient has UHC commercial plan. I was taught that HCPCS are mainly used for MCR.

So my question is why would the coder use a HCPCS instead of 77059?
This is a Ancillary Outpatient account.
