HD Modifier and Medicare

Hello. I was wondering if the HD modifier is approved for Medicare. I have a 31 year-old patient with Medicare who is pregnant. We gave her a TDap vaccine and Medicare denied this. The modifier on this is Z34.82. Any ideas?
