Does a physician need to bill a hospital discharge if a patient is admitted?

I need to be clearer
One of our hospitalists seen a patient in critical care and later on the patient passed away and the hospitalist wants to charge discharge. Any thoughts on this

If he billed for critical care earlier in the day and then does a significantly separate and identifiable service later on the same date (discharge) you can bill a discharge with a -25 modifier. Records may be requested so make sure documentation supports both the critical care and the requirements needed to support a discharge code.
