I agree with coding it 404.90 with the additional code 585.9.

Code 404.9x includes both hypertensive heart and hypertensive chronic kidney disease, unspecified as benign or malignant.

The note section includes "Use additional code to identify the stage of chronic kidney disease", which in this case is unspecified, 585.9.
