We have Doctor that was performing an eye procedure when a block was administed to the eye the paatient had a retrobulbar hemorrhage, so the surgery wasn't performed. I was looking for guidance as to which modifier to use 73 or 74 and a ICD-9 code for the hemorrhage ???
Any advice would be greatly appreciated,
