Help with an angiosarcoma dx

Can someone please help me with a correct diagnosis code for angiosarcoma of the breast. I am trying to determine between 171.8 and 174.9. When you look up angiosarcoma it directs you to connective tissue and then it states of the breast (174.0-174.9) is excluded from the 171 diagnosis codes. Any help with this situation is appreciated.
