Help with Casting

Hello! I hope someone can point me in the right direction.

The ortho techs that I work with have told me that they have been instructed to add either a modifier 22 or 52 in two different casting situations.

short arm cast with a thumb spica; although no more material is being used they were told to add modifier 22 for the additional difficulty in doing this.

long arm cast, munster; they were told to add a modifier 52 when doing this since the cast did not come up as far as a regular long arm cast.

I am new to ortho but this still doesn't sound correct to me. Can anyone tell me if it is correct and if it is not what would be the correct way to code for each of these services? Also some resources on how to code casting and global fracture care?
