Wiki Help with "excision" coding

One of my surgeons attempted to excise a subcutaneous mass from a patient's forehead. He did not find a mass but "a small amount of scar tissue just beneath the muscle adherent to the covering of the skull." He did not excise the scar tissue. The wound was closed.
How do I bill this? Someone has suggested 21299 but that seems excessive. I will welcome all thoughts on this
