Surgeon performed an arthrodesis of the L 2ND MTP. The only code I can find is for the grt toe. Could I use 28750 with a -52 modifier, or should I go with an unlisted code and use 28750 as comparison?

28740 would be incorrect as this code is for arthrodesis of midtarsal or tarsometatarsal.

You are correct, this will need to be coded as unlisted 28899 with 28750 as your comparison code.
