Hemorrhage control by ED phys before passing off to Ortho Sgn

What CPT code could an ED provider bill for suturing ulnar artery for hemmorhage control before passing pt off to Ortho sgn for repair? ED phys states "we didn't really repair the vessel so much as tied it off". I'm concerned if they should bill repair code since Ortho sgn probably will.
