I work for a Pathology Laboratory, we have some different views on how to apply a cpt code to Hidrocystomas, should these be an 88304 or 88305

I cannot find any information that gives a general guideline - in Padget's or otherwise. So, they could probably fit into either 88304 or 88305. You can check with your pathologists and ask if they would like to make a general recommendation based on the amount of work they do.

I don't mean to be argumentative, but rather point out why this question is potentially difficult.

In the ICD-10 index: Hidrocystoma [and Hydrocystoma] - see Neoplasm, skin, benign

Under Cyst, eyelid:
eyelid (sebaceous) H02.829
infected - seeHordeolum
left H02.826
lower H02.825
upper H02.824
right H02.823
lower H02.822
upper H02.821

PathologyOutlines.com talks about the different kinds of eyelid cysts here: http://www.pathologyoutlines.com/topic/eyeeyelidcysts.html
