Horizon BC/BS Box 14 & Box 15 issue when there is an injury

Is anyone else having BC/BS telling you to submit claim on hcfa1500 form with qualifier 439 in Box 15 when our billing system has been set to print qualifier 439 in Box 14? When there is an injury Qualifier 439 automatically appears in Box 14 with date of injury. BC/bS wants it in Box 15 -where it says on hcfa "other date" which is the first date of consult.
