Can anyone help with this question? Patient comes into the ER on the 11th, is placed into observatiion on the 12th, our doctors sees the patient in observation, orders and schedules test. The hospital then comes in and admits the patient as of the 12th. We are billing for our physician for where the patient is located at the time of service. Should we be billing for the date the patient was admitted as an inpatient location 21 or for the location of where the patient was seen-observation 22. The hospital indicates that if the patient is seen in observation for 3 days then gets the order to admit we should use the admit codes even though the patient is still in observation. Is there a difference when the hospital bills versus physician based.

Thank you so much for your help.
