Pt was admitted to hopsital on 23rd as observation by pcp. My Dr saw pt on 25th and discharged pt on the 26th during call coverage. Can he bill for an inital visit/discharge or can he only bill for the discharge?

My Dr saw pt on 25th and discharged pt on the 26th during call coverage (was the pt still on OBS? OBS days 23rd, 24th, 25th & d/c on 26th?))

Can he bill for an inital visit/discharge or can he only bill for the discharge?

The patient should have only been in OBS for 24 hours. You need to find out which day was observation, then the other days should be coded as subsequent, if your doctor seen the patient on all of those days, and the last day should be coded as the d/c, if the patient was seen by your doctor.
