How do I code noninvasive papillary urothelial carcinoma?

My question is how to code a pathology report final diagnosis of "noninvasive papillary urothelial carcinoma." I am finding conflicting documentation regarding whether this is coded to D09.0 for in situ or coded to carcinoma malignancy from the C series of codes. AMA coding clinic Q2 from 2012 states to code this to in situ, but I haven't found anything more current.
Any information will be appreciated. Thank you!
