Hydration Infusion Codes 96360 vs 96361

Our office did 35 mins of hydration prior to the start of IV infusion, would we bill 96360 since it was 35 mins or because we are using 96413 would that be considered the primary procedure would we use 96361?
 
We use 96361 when the hydration is given sequentially with a chemotherapy treatment, whether it's an add-on for medical necessity or part of the specific regimen. If done at a separate session (i.e. patient returns the same day), we use 96360 with a 59 modifier to differentiate from the prior session.
