I see in a lot of records where the physician will list hypertension all over the record and then also they list for example pulmonary hypertension too. Or sometimes I see it like this:

1)......
2)HTN
3)......
4)pulmonary htn

Are you allowed to code the 401.9 code in addition to the pulmonary hypertension code (or any of the other more specific organ htn codes)? I can't find any coding clinics that say you can or cant.
 
If you look at the Essential Hypertension section (401) under Excludes it lists Pulmonary Hypertenstion so it doesn't say you can't use them together but I don't think you should.

In my opinion, I would just go with the Pulmonary Hypertension (416.0) because its more specific than Essential Hypertension, unspecified (401.9)
