Hysteroscopy D&C vs Tx of Abortion

One of our OB physicians performed a hysteroscopy with a D & C and an endometrial ablation on a patient with a diagnosis of retained products of conception. Three months earlier, we billed a 59820 when she was admitted with the Dx of a missed abortion. Because he is actually treating the products of conception from the miscarriage, would it make more sense to code it as a second 59820 along with a 58563, or only the 58563 (since there is an NCCI edit for billing 58558 along with 58563)?
