What is the appropriate way to bill for an I&D when no abscess is found?

Patient was returned to the OR after previous I&D of the thumb for repeat I&D. The physician incised the suspected area and found no abscess, purulence or any sign of infection other than hyperemia of the skin and mild edema. The wound was copiously lavaged and irrigated, packed and partially closed.

Any help with this would be appreciated!
