Wiki I65.23 for minor plaque?

A lot of our older patients have some plaque since it's common as we age. I wanted to know if it would correct to code "minor atheromatous plaque deposition present within the carotid bulbs without findings for hemodynamically significant stenosis" as I65.23 when this is found on a carotid duplex. Thanks!
 
My opinion (and others may disagree) is that since ICD-10 guidelines define a reportable diagnosis as one which exists at the time of the encounter and requires or affects 'patient care, treatment, or management', if the provider is stating that a finding is without clinical significance, as has been stated in your example, then it does not meet this definition and shouldn't be coded or reported.
 
The artery stenosis should be over 50% in order to meet the DX criteria.
I heard this once before while working at a cardiology practice, but I could never find anything in writing. Is this something that is just known among providers, or is there somewhere to find a better definition for this dx code?
