What would the icd 10 be for a hospital encounter when the patient was sent from the clinic for a nonreactive nst? o36.83 or o28.8? im not entirely sure

The nonreactive result means that there are not enough fetal heart rate accelerations over a 40-minute period. Movement of the fetus will normally result in an increased heart rate. But you cannot assume it was solely decreased fetal movements that is causing the issue. I would go back to the provider for clarification as the Dx could also be decreased fetal heart rate. If you cannot get clarification they assign O28.8 as this is all the information you actually have.
