From the CMS site listed above you want the link titled: 2017 Code Descriptions in Tabular Order [ZIP, 2MB]

https://www.cms.gov/Medicare/Coding/ICD10/Downloads/2017-ICD10-Code-Descriptions.zip

The two files in the zip you are interested in are:

*icd10cm_codes_addenda_2017

This file contains only the codes that are considered complete (meaning has all required digits)

Add and Delete will be classified as expected:

add
delete

Codes that have a description change will appear on 2 lines to show the old and new value

change from
change to

*icd10cm_order_addenda_2017

This file is the same as above except it also includes incomplete codes (missing all required digits).
The second column has a 0 or a 1 to indicate if its a complete code or not

0 = incomplete code needing additional digits
1 = complete code containing all required digits
