Why do the pages have watermarks of "Draft?"

I got the ICD-10-CM complete draft code set? Is this one ok to use for coding?

Actually all ICD-10 CM do not have the draft watermark. I have been using the Channel Publishing version and they have never used the draft watermark on any of their books. The 2014, 2015, and 2016 books are all identical for the codes. There will be no update this Oct. 1. The guidelines were updated in November 2014 with a slight clarification .
