Wiki ICD Z71.2 and-or Z71.89

Please advice if you have had experience with reimbursement with the use of either Z71.2 or Z71.89? We are an FQHC and many times have new patients without any problems they just want to establish care with us Z71.89 or we have a patient come back for review of labs and no other concerns that we use Z71.2. Many times we are getting denials, does anyone have a suggestion of how to manage these?
 
If they just want to establish care with no active issues (as long as an actual exam is happening), why not use Z00.00 - Encounter for adult health check-up NOS (without abnormal findings)? Maybe Z01.8x for Other Specified Special Examinations?

Most times the exam isn't happening, they are on maintenance meds or just relocated to state, I understand Z00.00 is to be used only for preventative visits
