Wiki incident to billing

we are ortho and pain management- - can an Ortho PA see patients and bill as incident to, with a doctor who is pain management speciality? only other doctor on site and vice versa- a NP pain management if she sees patients while the pain management doctor is not here- can she bill incident to an ortho doctor? same suite same tax id etc - just different specialty
