Incomplete screw removal

We have a physician who took a patient to the surgery center to perform a screw removal (20680) but was unable to complete the procedure. Per the doctor "Got in dissected. Screw stripped out. Chose to leave it and not create more harm.

Can we bill for the procedure with a 52 modifier for reduced services or is there another code we can use?
