I currently review ER charts and providers will sometimes note that Independent interpretation was performed by them along with their findings. My questions is, if provider notates this for EKG & CT Scan, are we able to count independent interpretation twice as these are unique separate tests? Which would then bump the data element to "extensive", Or are we only able to count independent interpretation once?

You can count it as many times as you like, but it won't change your data level. :p

If you review the AMA E&M guidelines, in order to reach extensive data, you must meet at least 2 of the 3 categories.
