Can we charge for infusion without a start and stop time?

no you cannot as there is no confirmation that an infusion occurred.

When the patients come in for infusions the nurses will fill out a procedure record however it either has a start time and no stop time, or a stop time and no start time....

A start time with no stop time will get you a code for a push, no start time, no code.
