Wiki Initial Hospital visit

If our FNP sees a pt in the office and the decision is made to admit the patient. The FNP does the H & P in the office and sends the patient to the hospital to be admitted but does not see nor does our physician see the pt that day... is that an initial hospital charge or is it an office visit for that day. Nobody saw the pt in the hospital on the day he was admitted but did on the subsequent days and charged subsequent visits. I think it should be a charge for office visit since nobody actually went to the hospital that day. Any help would be appreciated

the patient was not a registered inpatient at the time of the visit, therefore it is an office encounter.
